A Tower Between the Bay and the Beaches
The William rises 26 stories on NE 163rd Street in North Miami Beach. Carlos Ott, with Behar Font & Partners, designed a louvered facade meant to give both privacy and openness, and Urban Robot’s interiors pair warm materials with contemporary lines. Lush landscaping softens the tower, and two full floors of amenities, the 9th floor and the rooftop, hold a combined 40,459 square feet.
- 374 residences: studios, one-, two- and three-bedrooms
- Floor-to-ceiling windows and expansive balconies with glass railings
- Washer and dryer in every residence; imported porcelain flooring throughout
- Two full floors of amenities: a 9th-floor pool deck and lifestyle level, and a 26th-floor rooftop retreat with a pickleball court
- Seven floors of secure parking with EV charging stations, and 24/7 valet
- Pet-friendly design, with a rooftop pet run and grooming station
Why It Is Called The William
The tower is named for Captain William H. Fulford, a U.S. Coast Guard captain who settled this stretch of coast in the late 1800s and claimed 160 acres in 1897. The community was first incorporated as the town of Fulford in the 1920s and later renamed North Miami Beach. The developer’s brochure presents the building as a nod to that pioneering past.

Building Fees & Assessments
The developer has not given us a projected monthly assessment, so we do not state one. Pre-construction buyers should review the proposed budget in the offering documents before signing: what the fees cover, how much goes to reserves, and what is billed separately.
Ask us for the prospectus and budget and we will walk you through them. Fees are set by the association and can change after turnover.
Buyer Deposit Structure
The developer’s deposit structure, percentages only:
Percentages are of the purchase price. Timing, amounts and escrow terms are set in the executed purchase agreement and the offering documents; confirm them in writing before you sign.
Key Buyer Terms
- Florida law gives buyers of a new condominium a right to cancel within 15 days of receiving the required condominium documents (Section 718.503, Florida Statutes); confirm the exact terms in your contract
- A developer spokesperson has said short-term rentals will not be allowed; confirm the leasing rules in the declaration, which the association can amend
- No U.S. citizenship, visa or green card is needed to buy a condominium in Florida, and buying does not by itself give you any immigration status
- Optional features and upgrades are not included in the base price, and furniture and decorative items shown in renderings may not be included unless the purchase agreement says so
EB-5 Investor Program (Developer Information)
The developer says EB-5 investment opportunities are planned for The William, and has published a guide to the program. This section summarizes what the developer says. It is information about a separate investment and immigration process, not about buying a condominium.
Important: EB-5 is a U.S. immigration investment program, and the investment is separate from the purchase of a residence. We are real estate agents, not immigration attorneys or securities advisers, and we do not advise on EB-5. An EB-5 investment is at risk: nothing here guarantees approval of an immigration petition, a green card, a return of capital or a return on investment. Rules, amounts and eligibility change. Speak with a qualified immigration attorney, and have counsel review the offering documents, before you invest anything.
What the Developer Says
- Investment requirement: $800,000 in the EB-5 project
- Administrative fee: $70,000, plus the investor’s own legal fees and USCIS filing fees
- Regional center named in the developer’s guide: Florida First Regional Center (FFRC)
- Project completion shown in the guide: estimated 2029
- Immediate family members (a spouse and unmarried children under 21) may be included in a single petition, according to the guide
- The developer’s guide says the investment must come from a lawful source and that fees should be reviewed with your own immigration attorney
A figure to confirm: the developer’s guide states an $800,000 investment, while The Real Deal reported in September 2025 that the minimum investment for EB-5 investors in this project is $1.05 million. We cannot tell which applies or whether the project’s terms changed. Confirm the amount with the developer and an immigration attorney before relying on either.
The Application Process, as the Developer Describes It
- Your attorney prepares the I-526 petition, reviews the lawful source of your funds, and you pay the $70,000 administrative fee, the $800,000 investment and the USCIS filing fees
- Submit the I-526 to USCIS with your attorney and review the expected timeline with them
- Applicants outside the U.S. go through consular processing and an interview; applicants inside the U.S. may adjust status, including work authorization and a travel permit
- After the I-526 is approved and a permanent resident card is received, the I-829 is filed within two years of receiving permanent resident status
- Return of the at-risk investment capital, per the project’s offering documents
Questions the Developer’s Guide Answers
How is the investment paid?
By wire transfer to the project’s escrow account, when the EB-5 petition is submitted to USCIS. It cannot be paid in installments.
Can a bank loan or a gift be used?
The guide says a bank loan is possible under strict conditions your attorney will review, and that a gift from a family member or another person can be used if you can prove the funds’ lawful source.
What if the petition is denied?
According to the guide, the project returns the initial capital investment; the administrative and legal fees are not reimbursed.
When is the investment repaid?
Per the terms in the project’s offering documents; the guide notes that most projects indicate a five-year term but each project is different.

Frequently Asked Questions
What is The William Residences?
A planned 26-story condominium tower at 2040 NE 163rd Street in North Miami Beach with 374 residences, from studios to three-bedrooms. Carlos Ott is the design consultant, Behar Font & Partners is the architect of record, and Urban Robot designed the interiors. Blue Road and Ilia Development Group are the co-developers. Its name honors Captain William H. Fulford, an early settler of the area.
When will it be finished?
It is still pre-construction. The developer's materials estimate completion in 2029, and construction was announced to start in mid-2026; we have not confirmed that it has begun. Some press reports have given 2028, so treat any date as an estimate, and ask us for the current status.
How much do residences cost?
The lowest price on the developer's availability sheet dated September 10, 2026 is a 552-square-foot studio at $518,900. The developer sets pricing and it changes by residence, floor and sales phase, so we do not publish unit-by-unit prices; contact us for the current price list and which residences are available. Some residences are also listed in the MLS.
How much do I put down, and when?
The developer's deposit structure is 20% at contract, 10% at groundbreaking, 10% at top off and 60% at closing. The executed purchase agreement governs, so confirm the exact timing and amounts in writing before you sign.
Are short-term rentals allowed?
A developer spokesperson told The Real Deal in September 2025 that short-term rentals will not be allowed. That is a statement about the developer's plan, not the condominium documents, so confirm the leasing rules in the declaration before you buy, since the association can amend them.
Does buying a condo here give me a visa or green card?
No. Buying real estate in Florida does not give you residency or any immigration status, and no citizenship or visa is needed to buy. The developer separately describes an EB-5 investment opportunity, which is an immigration investment program, not a condominium purchase; see the EB-5 section on this page for what the developer says and what to check with an immigration attorney.
Can buyers from outside the United States purchase?
Yes. There is no citizenship or residency requirement to buy a condominium in Florida, and you can buy in your own name or through a company or trust. Funds must come from a lawful source, and the developer's paperwork and your attorney will tell you what documentation to prepare.
What are the monthly association fees?
The developer has not given us a projected assessment, so we do not state one. The proposed budget is part of the offering documents; ask us for it before you contract so you can see what the fees cover and how much goes to reserves.
Where is it, and what is close by?
The tower will stand at 2040 NE 163rd Street in North Miami Beach, on the mainland side of the Intracoastal. The developer places it minutes from Aventura, Bal Harbour and the Sunny Isles beaches, near Oleta River State Park, and within reach of I-95, SR-826 and the Florida Turnpike, with the Design District and Wynwood under 20 minutes away.
